OpenAI Brings ChatGPT Ads to 31 European Markets

The AI giant’s biggest ad expansion yet goes live next week, targeting free users while keeping paid plans clean.

OpenAI is pushing advertising deeper into Europe. Starting August 24, ChatGPT Ads will roll out across 31 markets, the company’s largest expansion since it first tested the feature in the United States six months ago.

The move lands as OpenAI works to fund free and low-cost access to its chatbot while protecting the trust users place in its answers. Ads will appear only for Free and Go plan users. Plus, Pro, and Enterprise subscribers stay ad-free.

A Measured Rollout Across the Continent

Markets include Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, Austria, and more. Advertisers gain access initially through OpenAI’s Ads Solutions team, major agency partners such as Publicis, Omnicom, WPP, Havas, Dentsu, and MediaPlus, plus technology partners. Self-service tools via Ads Manager arrive later this summer.

OpenAI stresses that ads stay clearly labeled and visually separate from ChatGPT’s responses. They do not influence the model’s answers. Conversations remain private from advertisers, and the company says it never sells user data.

Privacy and Context First in Europe

Europe’s stricter rules shaped the launch. At the start, ads will rely on contextual signals—the current conversation topic, approximate location, device type, time of day, and language—rather than full personalization. Personalized options will require explicit user consent later, in line with GDPR requirements.

Dave Dugan, OpenAI’s vice president of ads, framed the expansion as reaching people “while they are actively exploring, comparing, and making decisions.” The company positions ChatGPT as a place where commercial intent already runs high: roughly one in five queries show buying signals, according to internal figures shared in briefings.

Why It Matters Now

The European push marks the six-month mark for OpenAI’s ads business. What began as a U.S. pilot in February has already reached Canada, Australia, New Zealand, the UK, Japan, South Korea, Brazil, and Mexico. Early revenue growth has been solid enough for the company to accelerate.

For marketers, the platform offers a new high-intent channel. For users on free tiers, it keeps the product accessible without forcing an upgrade. Paid tiers remain the clear path to an ad-free experience.

OpenAI continues refining the system with conversion optimization, geo-targeting, custom audiences, and better measurement tools. Tens of thousands of marketers have already run campaigns. Europe is the next major test of whether useful, clearly separated ads can scale without eroding trust.
